APPROVAL OF MINUTES

NEW BUSINESS
14-0046-05 ADOPT THE STORM WATER MANAGEMENT REGULATIONS
A RESOLUTION TO ADOPT THE STORM WATER MANAGEMENT REGULATIONS (SWMR)
WHEREAS, the Wayne County Board of Commissioners, in Resolution No. 2009-___, pursuant to authority contained in Section 307.79 of the Ohio Revised Code, adopted Storm Water Management Regulations (SWMR) to regulate soil disturbing activities such as land grading, excavating or filling commenced on land used or being developed for nonfarm purposes; and
WHEREAS, the SWMR requires the issuance of a “Construction Application for Permit” (CAP) from the Wayne County Water Management Engineer prior to the commencement of soil disturbing activities in the unincorporated areas of Wayne County, Ohio, unless otherwise exempted; and
WHEREAS, in accordance with Section 307.09 of the Ohio Revised Code, no CAP is required for a public highway, transportation, or drainage improvement or maintenance project undertaken by a government agency or political subdivision in accordance with a statement of its standard sediment control policies approved by the Wayne County Board of Commissioners; and
WHEREAS, the Chippewa Township Board of Trustees have determined that all work commenced for a public highway, transportation, or drainage improvement or maintenance project with a soil disturbing area of one (1) acre or more, or that will create 20,000 square feet or more of new impervious area, will utilize the most recent version of the SWMR to regulate sediment control practices while performing the above-described projects in Chippewa Township and will confer with the Water Management Engineer as necessary to ensure compliance with the SWMR; and
WHEREAS, the Chippewa Township Board of Trustees have determined that all work commenced for a public highway, transportation, or drainage improvement or maintenance project with a soil disturbing area of less than one (1) acre, or less than 20,000 square feet of new impervious area created, will utilize “Best Management Practices” (BMP), as set forth in the most current version of the SWMR, to regulate sediment control practices while performing the above-described projects in Chippewa Township, thereby also making the Chippewa Township Board of Trustees exempt from the CAP process.
NOW, THEREFORE, BE IT RESOLVED by the Chippewa Township Board of Trustees that the SWMR shall act as Chippewa Township’s

standard sediment control policy, subject to approval by the Wayne County Board of Commissioners.
BE IT FURTHER RESOLVED that all public highway, transportation, or drainage improvement or maintenance projects will be performed in accordance with the SWMR as set forth above.

14-0047-05 ADOPT THE WAYNE CO. POLICY TO OBTAIN A PERMIT BEFORE MAKING EXCAVATIONS IN PUBLIC RIGHTS-OF-WAY
A RESOLUTION TO ADOPT THE WAYNE COUNTY POLICY TO OBTAIN A PERMIT BEFORE MAKING EXCAVATIONS IN PUBLIC RIGHTS-OF-WAY
WHEREAS, in addition to the authority a township board of trustees has to require all persons to obtain a permit before making excavations in a township highway right-of-way pursuant to Section 5571.16 of the Ohio Revised Code, a county board of commissioners is required to regulate all work that obstructs or interferes with the safety or usage of any portion of public rights-of-way under its jurisdiction pursuant to Chapter 5547 of the Ohio Revised Code; and
WHEREAS, the Wayne County Engineer, on behalf of the Wayne County Board of Commissioners, administers a permit process whereby all property owners, contractors or utility companies that wish to commence work in county or township road rights-of-way in Wayne County, Ohio must first obtain the applicable permit from the Wayne County Engineer’s Office and agree to comply with all of the general provisions, conditions, restrictions, and/or regulations imposed by the Wayne County Engineer’s Office; and
WHEREAS, the permit to occupy township road rights-of-way in Wayne County, Ohio requests township approval; and
WHEREAS, in order to expedite the processing of permits required for the use or occupancy of township road rights-of-way in Wayne County, Ohio, the Chippewa Township Board of Trustees hereby designates the township road superintendent/road supervisor as the individual having the authority to review and consent to commencement of work within township road rights-of-way in Chippewa Township;
NOW, THEREFORE, BE IT RESOLVED by the Chippewa Township Board of Trustees that the township road superintendent/road supervisor has the authority to review all plans and authorize the commencement of work within the rights-of-way of township roads located in Chippewa Township.
BE IT FURTHER RESOLVED that if this township has a permitting process in place in accordance with Section 5571.16 of the Ohio Revised Code, or if at any time
hereafter adopts such a permitting process, this township retains the authority to administer its permitting process
in conjunction with the permit process administered by the Wayne County Engineer on behalf of the Wayne County Board of Commissioners.

A RESOLUTION TO REPLACE RESOLUTION 09-0076-08 EASTON STREET LIGHT ASSESSMENT AS FOLLOWS:
A RESOLUTION TO ASSESS THE RESIDENTS OF EASTON FOR STREET LIGHTS FOR FIVE (5) YEARS BEGINNING 2015 AND ENDING 2020 AT A COST OF $76.34 PER MONTH DIVIDED BY 53 PARCELS COST. THE COST IS $17.28 PER YEAR PER RESIDENCE TO REGISTER IT WITH THE WAYNE COUNTY AUDITOR. TO PAY WITH THE FIRST HALF ASSESSMENT OF EACH YEAR. EARL KERR WAS PRESENT AND OFFERED HIS SERVICE TO HELP WITH PUTTING A BOOK TOGETHER FOR THE BICENTENNIAL 2015. ALSO EARL WANTED TO TALK ABOUT THE TOWNSHIP PARK AT THE MILL. PETER MILLER HAS DONE AN EAGLE SCOUT PROJECT AT THE MILL BY PUTTING IN SIDEWALKS AND A PORCH. EARL PRESENTED PICTURES OF SOME LOGS THAT HAVE COME DOWN OVER THE CREEK.

RON GAVE A REPORT ABOUT THE FIRE AT JAKE’S PIZZA REPORTING THEY WERE ABLE TO SAVE THE BUSINESS’S ON BOTH SIDES OF JAKE’S. THEY HAD 8 DEPARTMENTS HELPING WITH THE FIRE.
ZONING INSPECTOR: CRAIG THORICHT WAS PRESENT AND GAVE HIS REPORT.
ROAD DEPT: DAVE BUSSON WAS PRESENT AND GAVE HIS REPORT. THE STREET DEPARTMENT WILL BE OPENING WEST VIRGINIA HILL (CHIDESTER HILL) ON MONDAY, MAY 19. THE RECYCLING BINS ARE BEING USED A LOT AND BEEN CALLING WHEN THEY ARE FULL.
BOARD OF ZONING APPEALS: TWO VARIANCE REQUEST FOR MAY
ZONING COMMISSION: NO MEETING SCHEDULED
VILLAGE OF DOYLESTOWN: TONY LINDEMAN NOT PRESENT.
TRUSTEES:
LENNY BROOME THANKED THE RESIDENTS FOR SUPPORTING THE POLICE LEVY. THIS WILL ALLOW US TO CONTINUE WITH THE SAME AMOUNT OF COVERAGE. WE DECIDED IT WAS A LOT TO ASK FOR TO GET 24 HOURS COVERAGE, IT WOULD HAVE TAKEN A 2 MIL LEVY.
RECYCLING PROGRAM IS AT A NEW LOCATION AT 14065 GALEHOUSE ROAD FOR CHIPPEWA TOWNSHIP RESIDENTS
WE THANKED THE FIRE CHIEF FOR DELIVERING A BABY IN THE SQUAD A FEW MONTHS AGO.
