JOHN FITZPATRICK ASKED THE TRUSTEES THERE ARE SIGNS SAYING THAT CHIPPEWA TOWNSHIP IS A ZONED COMMUNITY. WHAT DOES THAT MEAN?
DOMINIC OLIVERIO STATED ZONING WAS ESTABLISHED HERE IN 1966 OR 1967 AND ORIGINALLY IT WAS FORMED FOR JUNK YARDS, TRAILER PARKS AND AS TIME GOES ON OUR RESOLUTION IS A LIVING DOCUMENT, IT ALWAYS CHANGES AND UPGRADES FOR PROTECTION.
JOHN FITZPATRICK ADDED PROTECTION MEANING THAT PROPERTIES WILL BE MAINTAIN IN SUCH A WAY THAT THEY CANNOT ADVERSELY AFFECT THE VALUES OF NEIGHBORING PROPERTIES.

JOHN FITZPATRICK STATED I HOPE NOT TOO. I HAVE TWICE BEEN TO THE TOWNSHIP HALL, REPORTED THE PROPERTY NEXT DOOR TO ME IT IS SUCH IN DEPLORABLE CONDITION. IT ADVERSELY AFFECTS THE VALUE OF MY PROPERTY. I HAVE BEEN TOLD THERE IS NOTHING THAT THE TOWNSHIP CAN DO ABOUT IT. SO OBVIOUSLY, THE ZONING IN THE TOWNSHIP IS WORTHLESS TO ME.

MR. FITZPATRICK STATED THE NATURE OF THE COMPLAINT, I FILLED IT OUT HERE, THERE IS A LAWN THAT IS NOTHING BUT NOXIOUS WEEDS THAT ARE FOUR TO FIVE FEET TALL AND THERE IS JUNK SPREAD THROUGHOUT THE WEEDS THAT COLLECT VERMIN AND RODENTS. THERE IS A PASTURE AREA IF YOU WANT TO CALL THAT, BUT IT IS NOT MAINTAIN AND HAS JUNK VEHICLES IN IT. THERE ARE GOATS ON THE PROPERTY THAT ARE NOT PROPERLY FENCED, THEY GET OUT REGULARLY WE CHASED THEM OFF OUR LAWN. PRIOR TO THAT THEY HAD COWS CHASED OFF OUR LAWN. THOSE GOATS HAVE RECENTLY COME OVER AND LITERALLY DESTROYED A FLOWER BED AND A TREE THAT WE PLANTED IN MEMORIAL TO OUR SON WHO PASSED AWAY LAST NOVEMBER. EACH TIME THAT I REPORT THESE KINDS OF INCIDENTS THE TOWNSHIP THE ANSWER HAS BEEN WE ARE REALLY POWERLESS TO DO ANYTHING ABOUT IT. SO, I WOULD SUGGEST IF THAT IS THE CASE THAT, A. CHIPPEWA TOWNSHIP JOINS THE OTHER 15 TOWNSHIPS WITH THE COUNTY AND DO AWAY WITH THEIR ZONING AND B. LET US SAVE OUR TAX MONEY AND THERE IS NO SENSE EMPLOYING ANYBODY TO ENFORCE ZONING BECAUSE WE REALLY DO NOT HAVE ANY.

CRAIG THORICHT STATED I DO NOT WHERE THE PROPERTY… IT IS NOT ONE OF OUR BETTER KEPT PROPERTIES IN THE TOWNSHIP. WE ARE KIND OF IN AN UNUSUAL SITUATION HERE WITH THAT PARTICULAR PROPERTY BECAUSE OF THE FACT IT IS CONSIDERED A FARM. AN AGRICULTURAL IS PROTECTED BY THE STATE OF OHIO. IT IS WRITTEN THE OHIO REVISED CODE. I HAVE NO AUTHORITY TO DO ANYTHING ON PROPERTY THAT IS LARGER FIVE ACRES THAT IT IS CONSIDERED A FARM.

MR. FITZPATRICK STATED AND JUNK WITHIN THE WEEDS. IF THE TOWNSHIP AT THE TIME I HAVE FIRST REPORTED AND CAME OUT, THEY WOULD HAVE SEEN THE JUNK. THE TRUSTEES AND ZONING INSPECTOR MAKE THEMSELVES AWARE OHIO REVISED CODE. I JUST RECENTLY RETIRED WITH A CAREER WITH THE OHIO FARM BUREAU. THE PROTECTION OF FARMS STOPS WHEN IT COMES TO ZONING STOPS WITH THE LAND THAT IS ACTUALLY THAT AGRICULTURAL LAND PORTION THAT IS AGRICULTURAL THAT IS UNDER CAUV. THE HOUSE PROPERTY THAT IS LAWN, IF YOU WANT TO CALL IT LAWN. THE BUILDINGS EVEN THOUGH THE ZONING INSPECTOR CAN’T OBSERVE THE STRUCTURE OF THE BUILDINGS. ON THE MOWING MR. THORICHT TOLD YOU THAT THE MOWING IT IS CONSIDER A FARM AND UNLESS WE HAVE SIGNS OF THE GRASS AND RODENTS AND STUFF COMING IN AND OFF. WE HAVE HAD PROPERTIES LIKE THAT IN CHIPPEWA TOWNSHIP, WHERE WE SENT THE HEALTH DEPARTMENT IN AND THE HEALTH DEPARTMENT HAS GOT THEM CLEANED UP. THAT IS ONE AVENUE THAT YOU HAVE AND WE CAN ASK THE HEALTH DEPARTMENT TO HELP.

WEED WACK A LITTLE BIT AND IT WILL TAKE THEM THE FULL 30 DAYS TO WEED WACK.
MRS. FITZPATRICK STATED ANIMALS ARE COMING IN OUR YARD AND DESTROYING THINGS. HE EVEN HAD, HE DOESN’T NOW, HE HAD BULLS IN THE YARD AND THEY WEREN’T FENCED IN. WE HAD BULLS IN OUR YARD. DO YOU KNOW HOW DANGEROUS IT IS? JOHN WENT OVER TO CHASE IT AWAY. I DON’T KNOW WHAT HE HAS OVER THERE NOW.

JUNK VEHICLES I THINK WE ALREADY STARTED THAT PROCESS AND WE TOLD DEPUTY SMITH AND DEPUTY HUNTER TO GO OUT THERE AND CHECK THEM OUT. THEY ARE ON OUR LIST AND IT IS BEING RESEARCH RIGHT NOW.
THE PASTURE IT IS NOT IN OUR ZONING RESOLUTION THAT HAS TO DO WITH FARM. I WILL CHECK WITH OUR LEGAL COUNSEL ON THE AREA AROUND THE RESIDENCE AND SEE HOW MUCH EXEMPTION THAT HAS WITH FARMING VERSUS OUR ZONING.
