CONTINUED ZONING CHANGE PUBLIC HEARING FROM FEBRUARY 13, 2019
DOMINIC OLIVERIO STATED THE LAST HEARING WE MADE SURE EVERYBODY WAS ABLE TO SPEAK WE SPEND A LOT TIME AT THE END FOR THE PEOPLE. I DIDN’T INTERRUPT ANYONE, I DIDN’T CUT ANYONE TIME LIMITS OFF. I HOPE YOU PROVIDE THE SAME RESPECT FOR US TONIGHT.
I MADE IT VERY CLEAR THAT WE WOULD BE COMING TO A VOTE TONIGHT AND IT IS NOT REALLY UP FOR DISCUSSION.
THE ENTIRE PURPOSE FOR CONTINUING LAST MEETING WAS WE OBVIOUSLY HAD A LOT TO TAKE IN FOR CONSIDERATION. WE DID EVERYONE’S PROS/CONS, FOR AND AGAINST, THE GOOD AND THE BAD AND WE DIDN’T WANT TO MAKE A RASH DECISION. WE WANTED TO MAKE THE BEST DECISION BASED ON OUR COMMUNITY AND TAKING IN ACCOUNT ROUGHLY 14,000 RESIDENTS.

A RESOLUTION TO APPROVE THE ZONING CHANGE AT 13237 SOUTH PORTAGE STREET, DOYLESTOWN, PARCEL #12-01075.000, 1.441 ACRES FROM THE CURRENT CLASSIFICATION R-1 TO B-1.
MOTION TO PASS BY LENNY BROOME, SECONDED BY STEVE JUNG.
DISCUSSION – DOMINIC OLIVERIO STATED SO, I BASICALLY WANT TO GO THROUGH A BULLET POINT FASHIONS BY ELEMENTS. IT IS A DECISION MAKING PROCESS.
• THE PROPERTY IS ALREADY LONG TERM NON-RESIDENTIAL USE THAT OBVIOUSLY A BAR AND IT HAS BEEN.
• PUBLIC INTEREST TO SERVED – IT IS IN THE PUBLIC INTEREST TO INTRODUCE A COMMUNITY CONVENIENCE CURRENTLY UNAVAILABLE ANYWHERE IN CHIPPEWA TOWNSHIP
• COMMUNITY INTEREST IS SERVED BY REPLACING AN UNSUSTAINABLE BAR WITH A THRIVING BUSINESS
• IT IS A CIVIC IMPROVEMENT TO REMOVE THE TRAILER ON THE PROPERTY AND BRING IT INTO COMPLIANCE WITH CHIPPEWA ZONING WHEREIN, HOUSE TRAILERS ARE NON-PERMITTED IN ANY ZONING DISTRICT
• PROPERTY TAX REVENUES FROM ANY B-1 PERMITTED USE WILL BENEFIT CHIPPEWA LOCAL SCHOOLS, CHIPPEWA TOWNSHIP AND WAYNE COUNTY WHEREAS TAX REVENUES DERIVED FROM THE DOLLAR GENERAL STORE IN NORTON DO NOT
• THE WAYNE COUNTY COMPREHENSIVE PLAN SEEKS TO DIRECT DEVELOPMENT TO AREAS OF EXISTING DEVELOPMENT WITH PUBLIC UTILITIES AND THIS PROPERTY IS 800 FEET FROM DOYLESTOWN, WHICH IS CLEARLY CONSISTENT WITH THE PLAN
• REZONING IS CONSISTENT WITH THE TOWNSHIP COMPREHENSIVE PLAN WHERE LACK OF RETAIL IS LISTED AS A TOWNSHIP WEAKNESS IN THE EXECUTIVE SUMMARY AND THIS REZONING MEETS THE FIRST THREE CRITERIA FOR GROWTH ON PAGE 42 OF THE PLAN
• IN THE EXECUTIVE SUMMARY WAS THE LACK OF INITIATIVE IN CAPTURING DEVELOPMENT IS LISTED A “THREAT” IN THE 2010 COMPREHENSIVE PLAN
• THE PROPOSED USE IS CONSISTENT WITH “NEIGHBORHOOD BUSINESS” IN DOYLESTOWN ZONING WHICH IS NEARBY IN EFFECT AND WILL LIKELY BE EFFECT IN THIS AREA IN THE FUTURE

ACCORDING TO VILLAGE, TOWNSHIP AND COUNTY COMPREHENSIVE PLANS. I DID SITE DOYLESTOWN ZONING, WAYNE COUNTY COMPREHENSIVE PLAN AND CHIPPEWA TOWNSHIP COMPREHENSIVE PLAN AND I WANT TO INCLUDE THRIVE AS WELL
• THRIVES MISSION: IS TO REVITALIZE DOWNTOWN TO PRESERVE AND PROTECT THE HISTORIC SURROUNDINGS AND THE SECOND PART AWAKEN ECONOMIC POSSIBILITIES WITHIN THE ENTIRE COMMUNITY
SO THAT IS WHAT I HAVE, STEVE AND LENNY DO YOU HAVE ANYTHING TO ADD.

DOMINIC OLIVERIO COMMENTED I JUST WANTED TO GO OVER, WE LISTENED TO SOME OF YOUR CONCERNS. IF IT PASSES, I WAS ABLE TO WORK ON SOME OF THE MAIN CONCERNS AND I WILL KEY COUPLE OF POINTS: THE BUILDING UPGRADES, I THINK YOU HAVE SEEN THE PREVIOUS ONE. WE WILL HAVE IT AT THE END OF THE TABLE; THEY ARE WORKING ON MORE LIKE ARCHITECTURAL DRAWINGS. IT WILL BE SETTING OF A HOUSE IF IT WERE TO PASS, OPPOSE LIKE A BUILDING STRAIGHT ACROSS. I AM SURE THE MAJORITY YOU HAVE SEEN THE BUFFER ZONE WITH THE TREES PROPOSED AT THE LAST MEETINGS, THAT IS GOING TO BE UP HERE AS WELL. WE TOOK THE SCHOOL IN CONSIDERATION, DROP OFF TIMES AND PICK UP TIMES WHEN OUR KIDS ARE COMING AND GOING FROM THE HIGH SCHOOL. WE RESTRICTED DELIVERIES BETWEEN 7:00 AM & 8:00 AM AND 2:00 PM – 4:00 PM, SO NO DELIVERIES FROM SEMIS WILL BE ABLE TO IN THOSE TIME FRAMES. DELIVERY TRUCKS THERE IS GOING TO BE SIGNAGE, IT WILL BE A REQUIREMENT THEY HAVE TO TURN THEIR ENGINES OFF, AND THEY CAN’T STAY OVERNIGHT. DUMPSTERS WILL BE CONTAINED, THE LIGHTING WILL BE AGREED UPON AND APPROVED BY US.
SO, THOSE ARE SOME OF THE MAIN POINTS WE WERE WORKING ON.
